Why can't a criminal stop breaking the law? I often think about this, because criminals rarely make honest decision to change their lives and often return to what they can do well, for example, to kill people, rape or steal. By the way, I would also be interested to know why different countries have different views on legislation and what is a crime and what isn't. I accidentally came to a site where there was a lot of detailed information about Ilya Surkov and I don't understand why he is still free and can continue to steal peoples' money and live on this luxury.
